Heart Link Helps Spouses New to Beale!
New to the military? New to Beale? Or just want to learn more about what resources are available at Beale?
Offered once a quarter, Heart Link is a special program for military spouses. The goal of Heart Link is to strengthen Air Force families through knowledge about military programs, agencies and the mission. This is accomplished through briefings, guest speakers, interactive segments, and tours to base facilities.
Heart Link topics range from Air Force customs and courtesies, to how to read a Leave and Earnings Statement, to a game of “Whose Agency is it Anyway?” where spouses match scenarios to the appropriate base agency. This is a fantastic opportunity to learn more about the community in which you live while meeting other military spouses.
Childcare and a free lunch are provided for participants. Registration must be received by March 10th. Call the Airman and Family Readiness Center for more information or to register at 634-2863.

Support for New Arrivals
Temporary Lodging Facilities
Beale has 29 temporary lodging facilities for personnel and their family members. These units are located in the family housing area and are completely furnished including washers, dryers, stoves and kitchen utensils. Size of the units varies from two- to four-bedrooms. Housekeeping services are provided on a daily basis. All personnel can make lodging reservations by calling (530) 634-2953/3662 or DSN 368-2953/3662.
Local Hotels
If on-base quarters are not available, lodging personnel can assist you in acquiring a room at a local hotel or motel. For PCS and TDY personnel, lodging will obtain rooms at a local hotel or motel at prearranged contract prices.

Family Services Loan Locker
If you are still waiting for your household goods or just need a household item, visit family services. This is a service provided by the A&FRC where you can check out (for free) items such as sleeping mats, pots & pans, dishes, folding tables, baby items, etc.
Family serviced is located in the housing area at 5114B Tern Court. It is open on Monday, Wednesday and Friday from 1100 to 1400 and on Tuesday & Thursday from 1400 to 1700. You can call (530) 634-5626 for more information.
Airmen's Attic
The Airmen's Attic offers free household goods, furniture, and clothing to enlisted members E7 and below and officers 0-1 through 0-3. Don't hesitate to stop by to "borrow" items temorarily or take them permenantly to assist in your move. Go to their website for their location and hours.
Dining Hall Policy for New Arrivals
New arrivals can bring their dependents to the base dining halls for a period of one week after their arrival in an effort to ease the financial burden of a PCS move. There is a surcharge for each dependent, except E-4 and below, in addition to the normal price of the meal. The active-duty member must accompany all dependents. You must have a copy of your PCS orders available to show the dining hall staff.

Families with Special Needs
There are many resources for families with special needs coming to Beale.
Family Soup is a family resource center dedicated to supporting, encouraging and providing information and facilitated referral to families with children with special needs. They serve the families of Sutter, Yuba, and Colusa County.
Family Soup offers a variety of programs for parents/cargivers and children which include a resource library, parent to parent network, counseling, transportation to out-of-town medical appointments, and classes and workshops. Some of the unique programs they offer include IEP Workshops, an ADHD Support Group, an Autism Support Group, and Therapeutic Horsebackriding.
The Yuba County Family Resource Center is also available as a resource for residents of Beale and Yuba County. They specialize in providing service links for families with special needs children.
Their services include parent to parent support, referrals to programs and services, a resource library/toy lending library, providing gas cards/phone cards, and early start support services. Yuba County Child Development Behavioral Specialist provides in home and childcare/classroom assessments and support services at no cost for parents and providers of children ages 0-5 who live in Yuba County. ACE Mentoring program (in conjunction with the Wheatland School District) provides early intervention and prevention services through one-on-one mentoring relationships.

Unique California Driving Rules
It is illegal for a person to smoke a pipe, cigar, or cigarette in a motor vehicle any time a minor is present in the vehicle. This is punishable by a fine up to $100.
On July 1, 2008, two new laws will go into affect:
1. It will be illegal for anyone under the age of 18 to operate a motor vehicle while using a wireless telephone, including a hands-free device, and/or a mobile service device (pagers, texting devices, laptops, etc).
2. Drivers 18 and older will be prohibited from driving a motor vehicle while using a wireless telephone unless a hands-free device is used.
Both new laws have some exceptions that include making calls in emergency situations, for example: calls to law enforcement, health care provider, fire department, etc.
It is already illegal to operate a motor vehicle on base unless using a hands-free device!
Lights must be on when the windshield wipers are on. Do a physical check of all the lights and ensure their properly working. This includes the license plate light (#1 probable cause stop in CA).
You must file DMV's Traffic Accident Report within 10 days of any accident, if there is over $750 damage to anyone's property, any injury, or death - whether or not you are at fault in the accident. The report must be filed with DMV. Your insurance agent/broker, or your legal representative, can file the report for you. A California Highway Patrol or police report does not satisfy this legal requirement, but you may include a copy of their report with the DMV report. If you do not file this report, your license will be suspended.
If you work in CA (not military job) after hours or part time other than your military, you must have a CA license and the primary vehicle you drive to and from your place of employments must have CA license plates. This also applies to all dependents.

Right Start Briefings
Beale has a variety of newcomer programs to help acclimation and familiarization with the base, its mission, the community.
The 9th Reconnaissance Wing's Right Start is held on the 2nd and 4th Tuesday of every month at the Family Support Center, from 0745 to 1015. It is a mandatory military formation, but spouses are highly encouraged to attend. The Information Fair segment of Right Start provides the opportunity to gather information and talk with base and community service providers.
Employment
The Airman and Family Readiness Center assists individuals with researching and reaching their career goals. They provide employment skills training to prepare you for a job search - resume writing, interview skills, local job market information, and so much more! They can help you learn the local job market, or how to find job sources world wide. Open to all DoD ID card holders, including DoD civilians and their family members.

Free Child Care for PCS
Do you need some time to unpack or take care of mandatory appointments?
You can receive 20 hours of free childcare per child with a licensed day care provider. This is available to all ranks and needs to be used within 60 days of your PCS. Bring a copy of your PCS orders to the Airman & Family Readiness Center in order to get your voucher for each child and a list of day care providers.

Teen Curfews
There is a curfew in place for minors on base. Curfews are in effect for:
- ages 13 and under from 2300-0500 daily
- ages 14-17 is 2400 - 0500 Sun-Thurs. The extended curfew hours for ages 14-17 are 0200-0500 Fri, Sat, and Holidays.

Pet Services
TLF now accepts pets in a limited number of units. Many local hotels will as well. If you do need to board your pet or require emergency care, please look at the list of local vets that provide these services
The Beale Veterinary Treatment Facility is open Monday-Friday 0830 to Noon and 1300 to 1530. They are located at 17751 23rd Street on main base. Their phone number is (530) 634-2104. They do not offer emergency services.
